Underwood represents dozens of both Type A and Type B Economic Development Corporations (EDCs) formed under Chapters 501, 504, and 505 (Texas Local Government Code), many of which are members in the High Ground of Texas (www.highground.org), an association of economic development corporations across the Texas panhandle, and beyond.  It has also assisted select private developers in negotiating and securing incentives from EDCs.  Underwood’s vast experience on behalf of EDCs secures for it a particularly unique ability to capably represent EDCs and developers, from the smallest to the largest, and no matter the complexity of the project, Underwood has seen it before.
