Colby will assist TASA Governmental Relations staff — as a consultant on contract — on issues related to school finance, special education, property taxation, tax ratification elections, bond elections, and school discipline, among other issues. Along with providing expert testimony on these subjects, he will assist the association in legislative strategy and advocating for the 2019 TASA Legislative Priorities.
Colby grew up in rural East Texas and is both a son and grandson of Texas school superintendents. He graduated from the University of Mary Hardin-Baylor, then earned his J.D. from South Texas College of Law in Houston.
Colby began his career as an aide to former Texas House Public Education Committee Chair Jimmie Don Aycock, serving as an education policy advisor and district director. Later, he worked for the Region VI Education Service Center, where he assisted school districts in grant writing, school improvement, and data analysis.
Since 2013, Colby has advocated for public education professionally as a legislative consultant. He also serves as general counsel to several Texas school districts. Colby’s wife is a teacher at Lake Travis High School.
