The Underwood Law Firm opened its Lubbock office on February 1, 2004, with David Backus as the attorney. Mr. Backus’ practice is comprised chiefly of education law. Prior to assuming his duties with the Underwood Law Firm, Mr. Backus served as senior attorney with the Texas Association of School Boards’ Legal Services Division, staff counsel and lobbyist with the Texas Association of School Administrators, and general counsel for the Region 17 Education Service Center in Lubbock. Mr. Backus is a board member of the Texas Council of School Attorneys and an editorial board member of the Texas Administrators’ Legal Digest. The Underwood Law Firm’s offices are in the Region 17 Education Service Center. Mr. Backus also assists families to finalize the legal portion of their adoption process. An adoptive father of four, he considers this a special part of his practice.
Ann Manning joined the firm on August 1, 2006. Mrs. Manning is the managing shareholder of the Lubbock office. She is Board Certified in Labor and Employment Law by the Texas Board of Legal Specialization. Her primary concentration is in education, employment, and health law including civil litigation in these areas. She has been the president of the Texas Council of School Attorneys and was on the board of directors of the School Law Section of the Texas State Bar. Mrs. Manning has acquired special statewide and national recognition among school law communities for her success in several landmark cases in the Texas Supreme Court, the United States Court of Appeals for the Fifth Circuit, and the United States Supreme Court.
A year later, Mr. Backus and Mrs. Manning were joined by Ronn Garcia. Mr Garcia came to Underwood Law Firm as a law clerk in the summer of 2007 and he has been with the Firm since that time. Prior to Underwood, Mr. Garcia served as a summer law clerk to Federal District Judge Sam Cummings where he was the first clerk to receive the Distinguished Service Award from the Court. Like Mr. Backus and Mrs. Manning, Mr. Garcia’s practice focuses on public education by representing and providing general and special education counsel to public school districts. Additionally, Mr. Garcia serves the firm in other practice areas, including health care, employment, governmental, and immigration. Some of the joys in Mr. Garcia’s life include his West Texas-grown family, his church family, and the many opportunities he has to serve his community.
Our Lubbock office is a great asset to the Lubbock area. We are committed to providing Lubbock and the surrounding communities with professional legal representation and always with a warm, welcoming smile.
